Due to a lack of natural resources and in order to avoid being highly dependent on energy imports from neighbouring countries, the Uruguayan government has created incentives to improve electricity generation and distribution within the country.

The first priority is the expansion of electricity grids in rural areas, which make up the majority of the country. Next on the agenda is the improvement of the electricity supply in general - both in the major cities and in remote areas.

Fortunately, the strong Pampero winter wind blows across Uruguay, making the country an ideal place for wind power generation. Some of the rural areas could even supplement their power supply with solar energy.

Pampero is a card-driven action selection game that requires a high degree of strategic planning. You must pay equal attention to income, energy supply and action cards to best fulfil the variable scoring criteria.
